  3. Marta I think, there are some mistakes in the key, for example:
    - In the sentences 3,4,6,7 and 9; I think it should be "was/were" instead of "is/are". I mean...
    "It was thought that Columbus..." because of the tense of the verb, in all the cases are past simple, no present simple. Besides, you do it in the sentence number 12.

    - In the sentence 11, I think it should be "is being" instead of "is". I mean...
    "It is being thought that drugs..." because of the tense of the verb, is present continuous, no present simple. Besides, you do it in the sentence number 19.

    - In the sentence 17, I think it would be this way:
    "It has been thought that the..." (as number 2).
    "The sportsmen have been thought to be arriving today".

    Finally, when the second part of the sentence there is a "would + verb" I think the sentences 13 and 22 should be like 16. I mean, with past perfect, for example in 22: "Their team was expected to have won".
